Former Los Angeles sheriff’s deputy ordered to stand trial for 2019 fatal on-duty shooting

The Los Angeles County District Attorney’s Office Friday announced that former Los Angeles County Sheriff’s Deputy Andrew Lyons will stand on trial for the on-duty fatal shooting of unarmed 24-year-old Ryan Twyman in 2019.

The Los Angeles County Sheriff’s department released a video of the shooting which left Twyman dead and the passenger, Dameon Lafell, injured. Twyman was under investigation in 2019 for alleged felony weapons charges and the department stated during a briefing that he used his car as a weapon causing the deputies to react by opening fire. No deputies were injured.

Lyons was charged with voluntary manslaughter and two counts of assault with a semiautomatic firearm for the 2019 killing. He waived his right to a preliminary hearing on January 10 and therefore is due back in court on February 28. The second deputy involved was suspended for a month in January.

Los Angeles County District Attorney George Gascón announced that the safety of the public is in the hands of law enforcement, which they need to protect. He stated that policing is not easy but accountability must be maintained when a life is lost. The  department’s policy explains that the use of force and shooting at or from moving vehicles as the moving vehicle itself may not be a threat that warrants an officer using deadly force. Lyons has been the second officer charged by Gascón to stand trial in Los Angeles County for an on-duty fatal shooting in over 20 years.

Ryan Twyman’s family filed a wrongful death lawsuit against Los Angeles County to settle the case and received $4 million in 2020.
