New UN High Commissioner for Human Rights appointed

UN Secretary-General António Guterres Thursday appointed Austrian diplomat Volker Türk to be the next High Commissioner for Human Rights. Following approval by the UN General Assembly, Türk will replace Chilean national Michelle Bachelet, who decided not to seek a second term after she served as the High Commissioner for Human Rights from September 1, 2018, until August 31, 2022.

Türk currently serves as the Under-Secretary-General for Policy in Guterres’ Executive Office. Türk has spent the majority of his career working within the UN, formerly holding the position of Assistant Secretary-General for Strategic Coordination in the Executive Office of the Secretary-General and Assistant High Commissioner for Protection in the Office of the United Nations High Commissioner for Refugees in Geneva. In a statement, Guterres said, “Mr. Türk has devoted his long and distinguished career to advancing universal human rights, notably the international protection of some of the world’s most vulnerable people – refugees and stateless persons.”

If approved by the General Assembly, Türk’s first challenge will be to address Bachelet’s long-awaited report on possible crimes against humanity committed by the Chinese government. The report, published minutes before Bachelet’s term ended, states that “serious human rights violations have been committed” in Xinjiang “in the context of the Government’s application of counter-terrorism and counter-‘extremism’ strategies.”
