Trump issues presidential proclamation extending suspension of visas

President Trump issued a Presidential Proclamation on Thursday titled the “Proclamation on Suspension of Entry of Immigrants and Nonimmigrants Who Continue to Present a Risk to the United States Labor Market.” This proclamation extended two previous presidential proclamations: Proclamation 10014 and Proclamation 10052.

Under Proclamation 10014, the president had previously suspended the “entry of aliens as immigrants, subject to certain exceptions.”

Under Proclamation 10052, Trump “extended the suspension of entry imposed in Proclamation 10014 through December 31, 2020.” Under the proclamation, the president additionally suspended the “entry of any alien seeking entry pursuant to certain nonimmigrant visas, subject to certain exceptions.” This additional suspension occurred because Trump viewed the “admission of workers within several nonimmigrant visa categories” as also posing “a risk of displacing and disadvantaging United States workers during the economic recovery following the COVID-19 outbreak.”

The new proclamation states that the “effects of COVID-19 on the United States labor market and on the health of American communities is a matter of ongoing national concern.” As such, the president decided to extend both Proclamation 10014 and 10052 through March 31, 2021.

The proclamation states that the expiration day for the suspensions of entry “may be continued as necessary” beyond March 31, 2021. Additionally, for every 30 days that the proclamation is in effect, the Secretary of Homeland Security shall “recommend any modifications as may be necessary.”
