Ousted vaccine research director files whistleblower complaint against Trump administration

Dr. Rick Bright filed a whistleblower complaint Tuesday, stating the administration removed him for opposing the use of COVID-19 treatments promoted by President Donald Trump.

Bright joined the Biomedical Advanced Research and Development Authority (BARDA) in 2010 and was appointed to lead the agency in 2016. He has worked on numerous viral outbreaks, including Zika, Ebola and COVID-19.

The complaint suggests that Bright “felt an urgent and compelling need to inform the American public that there was insufficient scientific data to support the use of [chloroquine and hydroxychloroquine].” Trump has promoted the drug at his briefings.

The complaint also indicates that Bright raised preparedness concerns with superiors, but the administration failed to act.

After attempting to inform government officials and feeling a refusal to listen, Bright informed a journalist of his concerns. He provided the journalist with emails that demonstrated the dangers of untested COVID-19 treatments.

Bright was removed from his position on April 20.

Specifically, his complaint declares a violation of 5 USC § 2302(b)(8)(A) that gives cover to employees who reveal “any violation of any law, rule, or regulation,” or “gross mismanagement, a gross waste of funds, an abuse of authority, or a substantial and specific danger to public health or safety.”
