UN report finds continued violence in Syrian conflict

The UN Commission of Inquiry on Syria issued its latest report Wednesday, finding that despite the military advances made by pro-government forces in 2018 that led to the demilitarized zone, violence continues with a high number of civilian casualties.

The report uncovered many instances of arbitrary detention, disappearances and obstacles to access vital services. The conflict has displaced 6.2 million people internally with an additional 5.6 million refugees seeking to return to Syria. The report also highlighted the deplorable conditions of 70,000 individuals interned at the Al-Hol camp.

The Commission’s recommendations noted that any plans for the return of displaced persons and refugees must be “a rights-based approach that ensures sustainable solutions” to address “root causes of conflict” and “end the cycle of violations.” The recommendations included “substantial and permanent reduction of hostilities,” access for aid and health workers, guarantees of human rights for those returning, disclosure of the fates of missing individuals, restoration of infrastructure and access to basic services. There are also several recommendations specifically focused on ensuring the safety and rights of children and women.
