[JURIST] The president of the Independent Electoral Commission of Iraq said Wednesday that former Iraqi dictator Saddam Hussein had the right to vote in the upcoming national elections, but would not be able to do so due to logistical problems. Abdel Hussein al-Hindawi said that according to the rules governing the right to vote, Hussein would have been permitted to cast a ballot, but needed to have registered. He also explained that the commission didn't have the time or resources to set up a ballot box specifically for Hussein in the prison where he is incarcerated. Under Iraqi election laws, Hussein is barred from running for office since he has charges filed against him for the commission of crimes against humanity, and because he is considered to be a high-ranking member of the former Ba'athist party.
