BREAKING NEWS ~ Russia ratifies Kyoto Protocol Matt Lubniewski at 10:12 AM ET BBC is reporting that the Duma, the lower house of the Russian parliament, ratified the Kyoto Protocol on Friday. This marks a major step forward for the long-delayed international climate treaty, as full Russian ratification would push the UN pact over the threshold of 55% of developed nations' emissions, and make the Kyoto Protocol internationally binding. The bill must still clear the upper house, and be signed by one of its key advocates, Russian President Vladimir Putin. Link |
